Kiran set up Navjyoti India Foundation in 1988 while she was the deputy director of Narcotic Control Bureau. The organization was setup with the idea of promoting welfare policing, the outcome of which was drug de-addiction program.

The program, run by a team of dedicated professionals and volunteers, is a pioneer in India in its holistic treatment module and has so far treated over 12,000 drug addicts. It is on special consultative status with Economic and Social Council of the United Nations. In 1999, it won the United Nations Serge Sotiroff Memorial award for its outstanding contributions in the field of international drug control.

Since its inception, Navjyoti India Foundation (NIF) has made significant contributions in other areas like education, women empowerment programs, family counseling services, rural and urban development, health, HIV/AIDS, and environment as well.

Navjyoti was one of the first NGOs which participated in the reformative activities initiated at Tihar. It runs a creche and a vocational training center for the female prisoners.

Navjyoti, in collaboration with India Vision Foundation, runs the 'Gali School' project in one of the largest slums of Delhi since 1986. Children in slums who are otherwise beggars, rag pickers, gamblers and drug peddlers have schools at their doorsteps in the 'Gali School' project, (gali = street in Hindi). The foundation provides schooling till class five and vocational training to the children.

Foundation also provides informal education to the working children. The motive has been to "save the next victim", while rehabilitating the present one.
